Hoddle says there is plenty to look forward to for the Stamford Bridge faithful.
“They're a very exciting team to watch," Hoddle told Premier League Productions.
“I think you're right, I don't know whether those youngsters would have had a chance without the [transfer] embargo, but they've been given a chance.
“The one key thing is, when you put youngsters in they've got to be good enough, and these guys are good enough.
“There's five of them there that I think in two years time they're going to be ready to win the league.
“I really do feel that there's a foundation, building blocks there to really go on and become something special."
He added: “What it's also done with Chelsea in my opinion, your Willians, your [Cesar] Azpilicuetas, your experienced players, Jorginho and [Mateo] Kovacic - Kovacic is playing better than I've ever seen him, I wasn't sure about him last year.
“But they've all upped their game because they're looking over their shoulder saying 'hang on, these young whippersnappers are going to take our place' and it's lifted the team's performance immensely.
“They really are an exciting team to watch."
