China will be able to gain an edge in the global 6G race by commencing tests ahead of other economies, industry insiders said. The next generation of wireless technology has been deemed as basic infrastructure that could lay the foundation for a burst in high-tech innovations and lead the world into an upgraded intelligent era. "6G means so much for China and the world. As China presses ahead with its 6G rollout, the global economic order will tilt toward Asia," Xiang Ligang, director-general of the Beijing-based Information Consumption Alliance, told the Global Times.  Xiang noted that when the super-fast 6G wireless network is coordinated with other technologies such as artificial intelligence and big data, it will improve the intelligence of all industries and elevate social efficiency, which aids the competitiveness of China's economy.  A spokesperson from China Telecom predicts 6G will be an important driving force for China's digital economy.  "It will give birth to a digital-twin world covering the architecture, smart city, transportation, manufacturing and medical industries, driving transformative changes across the nation and opening up industrial markets that are worth more than 1 trillion yuan," he told the Global Times. For example, the number of digitalized factories in China is now only half that of the US and Europe. With a 6G rollout in China that connects telecoms networks with terminal devices, such intelligent factories will see explosive growth and serve as a new stimulus for the Chinese economy, the spokesperson said.  Facing China-US trade war and rising pressure from the global downturn, the intelligent Internet of Things network will transform China into a magnet for foreign high-tech firms looking for a commercialized 6G network to pilot innovative tests, Liu Guangyi, chief research fellow of the China Mobile Research Institute, told the Global Times. It is estimated that from 2020 to 2025, China's 5G commercialization will directly generate an economic output of 10.6 trillion yuan ($1.51 trillion), according to a report by the China Academy of Information and Communications Technology.

Upgrading to 6G deemed too costly despite heated discussion

A veteran telecommunications industry expert said that upgrading to 6G is costly and impractical at present stage despite ongoing discussions about the new technology, and that 5G remains the industry's current focus. "Each generational upgrade of wireless technology is immensely costly for society and it is ultimately the consumers who foot the bills for such upgrades," Ge Qi, vice president of cloud robot system provider CloudMinds, told the Global Times on Saturday at the 8th Sanya Forum in Sanya, a resort city in South China's Hainan Province. Ge, formerly a senior executive at the Global System for Mobile Communications Association, made the remarks while asked to comment on 6G.  Some experts have said that China, which is a leader in commercial 5G deployment, could win the 6G race amid increasingly intense technological competition with the US. The development of 5G is still in its preliminary stage. To date, a total of 22 countries and regions have commenced commercial 5G services, said Ge.  He added that the current global user base for 5G has expanded to 5 million people, accounting for about 0.1 percent of global mobile-services users.  South Korea, which was the first country to launch commercial 5G services in April, has 4 million 5G users thus far. However, users are consuming on average only 28 gigabytes (GB) per month from packages offering at least 100 GB of data transmission. "A 'hard' technological upgrade for telecoms carriers or the industry as a whole, which comes every 10 years or so, costs so much that I would prefer the 6G era to emerge at a later date," Ge said. Such an argument is supported by the evolving theory of people's basic needs, which currently tend to include the access to telecommunications services.  The fact of the matter is that connecting the world's population needs a low-cost, economically sustainable solution.

  Maintaining growth at 6 percent should not be China's goal in 2020. The country has already adopted some stimulus measures, but the results have been insignificant. Policymakers have paid great attention to maintaining stable economic growth amid the current economic downturn, and have been utilizing countercyclical adjustment.  Despite this, Chinese economic data still appears weak. But does that mean China's stimulus was ineffective? This is not the case. Without these policies, China's economic growth could have already dropped below 6 percent.  Once the external environment deteriorates beyond expectations, maintaining a 6 percent economic growth will not only be difficult, but unnecessary. China needs to deepen its reform and opening-up, avoiding the use of strong stimulus. Next year will be an important year for reform. It will be difficult to maintain short-term, stable growth and promote long-term reform simultaneously. If reforms obtain substantial results, together with medium and long-term benefits - even if economic growth declines to 5 percent - it will be better than 6 percent achieved through heavy stimulus.
